National Security, Rare Earth Elements & The Thorium Problem

"The only operating rare earth mine in the United States sends all of their valuable resources to China for processing. Congress does not know this. They think this [mining] company is supplying the U.S. value chain, [and] is supplying the military. It is in-fact, the opposite. They are part of the Chinese monopoly. They're taking powder and shipping it to China, and it comes back as a magnet, or an alloy, or a bolt-on component." - Jim Kennedy To address this issue, contact your legislators to support H.R.4883 https://www.govtrack.us/congress/bills/113/hr4883 Why can't Molycorp, Lynas or any other 'western' rare earth company succeed? China's production and market advantage in Rare Earth Elements (REE) is largely the result of NRC and IAEA "Source Material" regulations with unintended consequences. Source Material: Materials containing any ratio or combination of Thorium and Uranium above .05%. Producing or holding these materials within the regulatory threshold (.05%) requires extensive and wide-ranging licensing, storage, transportation, remediation disposal and compliance costs, including prohibitive liability and bonding issues. Consequently any potential supplier of byproduct / co-product rare earth resources that would be designated as "source material' disposes of these valuable resources to avoid liability and compliance issues. NRC / IAEA regulations regarding "Source Material" played a key roll in undermining the economic viability of all 'western' rare earth producers and are a critical factor in China's current 'market advantage'. Producers like Molycorp and Lynas, with low Thorium deposits, can never compete with China. Resources are abundant and available: U.S mining companies currently mine as much as 50% of global Rare Earth Elements demand every year. But these resources are diverted in tailings lakes or are redistributed back into the host ore body, due to NRC and IAEA regulations defining Monazite and other Thorium bearing rare earth resources as "Source Material". H.R. 4883 would solve the "Thorium Problem" by creating a federally chartered multinational Thorium Energy and Industrial Products Corporation ("Thorium Bank"). Privately funded and operated, this would decouple thorium from rare earth production. The Thorium Corporation would also have Congressional Authority to develop Thorium energy systems and industrial products. Environmental regulations are not scaled back... rather this enables thorium to be stored safely & securely, rather then being treated as "waste". https://www.govtrack.us/congress/bills/113/hr4883 H.R. 4883 thus also addresses the U.S. Weapons Systems current 100% Dependency on China for Rare Earths. http://thoriumenergyalliance.com/downloads/TEAC6/USWeaponsChinese.pdf Federal Legislation governing Strategic Materials, 10 USC 2533b, does not specify rare earths, but includes metal alloys containing limited amounts of manganese, silicon, copper, or aluminum, chromium, cobalt, columbium, molybdenum, nickel, titanium, tungsten, vanadium, nickel and iron-nickel, cobalt, Titanium and Zirconium alloys. Federal Regulations require that these materials be melted in the U.S. Most of these materials are utilized in rare earth alloys, magnets and components in the defense industry. The bill does NOT reclassify thorium. It does NOT alter current environmental protection. It simply resolves "The Thorium Problem" which cripples United States domestic rare earth mining, processing and value-adding processes. Rare earths are a group of 17 elements with unique chemical, magnetic and luminescent properties crucial for the functioning of much of today’s high technology equipment, including MRIs, lap-top computers, hybrid vehicles and LEDs. They also have important applications in the defence industry. China is the dominant supplier of rare earth elements (REEs), meeting at least 85% of global demand. In 2010, REEs were splashed across the front pages of newspapers when it significantly reduced rare earth export quotas and temporarily suspended their shipment to Japan. Consumers quickly recognised that diversity of reliable supply is just as important as price and quality, and there is a concerted effort to replace, reduce and recycle REEs. So are REEs best understood as simple commodities, or as strategic resources that can be used as tools of statecraft? And can Australia play a part in the development of alternative reliable sources of rare earths? To help understand the strategic importance of REEs the National Security College and Crawford School of Public Policy welcome two global experts in the field.

Rare earth metals are a collection of 17 chemical elements that are key to the production of a long list of modern-day technologies. Despite their name, the elements are relatively plentiful in the earth's crust. However, because of their geochemical properties, the elements are not often found in concentrated forms that are economically viable to extract. Mining them is not only complex but costly, so many countries are cautious. China produces more than 95 per cent of the elements for the world's technology industry. The rest is supplied by the US, Estonia, India, Malaysia and Brazil. That may change, however, as demand for rare-earth metals rises for use in products such as smartphones, electric and hybrid cars, common computer monitors and televisions. Al Jazeera's Melissa Chan, reporting from Baotou in China, examines the importance of these elements.

Japan / China the rare earth minerals story – discovery

In 2010 the commies in China in a dispute with Japan over the Senkaku Islands placed an embargo of sorts against Japan. China reduced their export and raised the price of rare earth elements (REE) exported to Japan. These minerals are essential in the production of many electronic devices such as computers, cell phones, etc. China being the world’s number one exporter of this element. The Japanese then decided to explore an alternative source. They recently discovered a supply of rare earth elements with a supply to last for about four-hundred to seven-hundred years. These minerals were located off the Japanese atoll of the Ogasawara Islands. These minerals fall within the Exclusive Economic Zone (EEZ) of those islands. The commies in Beijing with agreement from the South Koreans are claiming an atoll does not enjoy an Exclusive Economic Zone, thus making the minerals available to any nation. Really? What about China stealing atolls in the South China Sea and claiming Exclusive Economic Zone off those stolen atolls? Hypocrisy and no consistency by the commies. June 5, 2015 — In an InvestorIntel interview, Publisher Tracy Weslosky speaks with James Kenny, Director and CEO of Frontier Rare Earths Ltd. (TSX: FRO | OTCQX: FREFF), about how the rare earth industry is sleepwalking towards a supply crisis in the backend of this decade. James discusses the current state of supply as being unlikely to last, and the cost effective advantage in Frontier’s latest technical innovations in separation technology. Tracy Weslosky: James you're such a knowledgeable individual about the rare earth sector in general, which is a very competitive and challenging sector to be in. Can you tell us what you think is happening in the industry right now? James Kenny: Well, my thought is perhaps one not necessarily shared by others, but I think that industry in general is sleepwalking its way into another rare earth supply crisis. My observation, and I said these are my own personal opinions, is that many of the large users, major industrial corporations in North America, in Europe and in Asia believe the rare earth problem is over. They believe that because prices have come down, because the warehouses are full and because the purchasing manager says there doesn't appear to be shortage in supply. When we go back to maybe the peaks that we saw in 2011, late 2010 and 2011, nobody was talking about the supply shortage at that time. I don't believe there's any supply shortage in 2015. There wasn't one in 2014. There won't be one in 2016.The supply shortage is coming in the backend of this decade. I think that industry does not understand the mining lifecycle and the length of time it takes to put a viable project into commercial production. I believe there is a risk that they will realize that too late and before the end of this decade we will see a supply and price shock just like we saw 2 or 3 years ago. Tracy Weslosky: So, in keeping with this, are there any innovative metallurgical extraction processes? I mean, there has been a lot of conversation on InvestorIntel about this. Maybe you can tell us what you think. James Kenny: Yes, I have to say I'm a little bit cautious when I hear about technological breakthroughs in the rare earth sector and breakthroughs which do not come from China, who are clearly the market leader in every respect. I'm an electrical engineer with a life-long interest in finding alternative, replenishable forms of energy. I wanted to bring to your attention to THORIUM reactors. You may have never heard of this super-dense type of nuclear energy, derived from rare-earth mining. Thorium is considered a 'waste' product of rare- earth mining, but what you may not know is that Thorium is incredibly safe and so energy 'dense' that a pound of it would run an American household for a few years. It's abundant and also easy to procure and refine. In fact, a car has been built as a proof of concept which runs purely on this element. A few GRAMS will fuel this car for a century. The reactors were designed and built in the 1960's and were about to come online. The byproduct is not highly radioactive, CANNOT become unstable, and is safe for the environment. In fact, the reactor design is such that it will NOT allow a run-away reaction. If the reactor fails, the nuclear reaction simply STOPS. No backup systems are required and the reactors themselves are a fraction of size and cost compared to what is used today. Thorium is abundant and found just about anywhere you can dig, but is most plentiful in these rare-earth mines. Imagine a tiny reactor AT each household, or a small reactor at power stations producing safe, room temperature, and plentiful nuclear energy. Simply searching google for 'Thorium Reactors' will provide a wealth of information. So, why are we still using prehistoric and extremely dangerous traditional reactors? Power companies could drastically reduce the cost of power, while at the same time saving so much money that their bottom lines would actually increase. Better power, safer power, abundant power .. a win-win-win for everyone involved. Would you kindly look into this technology, perfected in the 60's, as a possible solution for the future? It can start with one reactor, and as a bonus, bring rare-earth mining operations BACK to the USA. China currently supplies 95% of the world's rare-earth element mining operations. Re-establishing those mining operations here would bring manufacturing facilities back to our soil while at the same time producing the very element needed for clean and safe nuclear power. It was named in honor after the French explorer Alfred Grandidier who once studied the island’s natural history. Grandidierite comes in a bluish-green color and is located almost entirely in Madagascar, although, there was a clean faceted sample that was found in Sri Lanka. Grandidierite is also pleochroic, which means it's able to absorb different wavelengths of light differently and that results in different colors, such is the same ability with the gems tanzanite and alexandrite. Painite This gemstone was first discovered back in the 1950’s in Myanmar by a British mineralogist named Arthur C. D. Pain. For the next several decades only two fragments of the hexagonal mineral were known to exist on earth. By the time the year 2005 rolled around, there were still less than 25 discovered pieces of painite and The Guinness Book of World Records had declared it the world's rarest gemstone mineral. However, that was 11 years ago and since then the origin of the original stones has been found, along with two other major locations that have led to the discovery of thousands of small samples of painite fragments. Even so, they’re still considered one of the world’s rarest minerals. Ammolite This rare gemstone can be found mainly in the eastern region of the Rocky Mountains of North America. Ammolite is an opal-like gemstone that is solely made up of the fossilized shells of extinct animals known as ammonites. This makes ammolite one of the few biogenic gemstones that exist, along with pearls and amber. Ammolites weren’t officially recognized as gemstones until 1981 when they were given official status by the World Jewellery Confederation. That’s also the same year that commercial mining for ammolite began. Tanzanite It’s been said that tanzanite is 1,000 times rarer than a diamond, which might as well be the case considering the fact that it can be found almost entirely near the foothills of Mount Kilimanjaro. This is where the perfect conditions lie in order to form the mineral. Like grandidierite, tanzanite is able to produce striking shifts in color based on the crystal’s orientation and the certain lighting conditions. Caltech's geology division states this is because the color variations are caused by the existence of vanadium ions. Red Diamonds Did you know that diamonds come in a variety of colors? In fact, diamonds can range from being yellow, brown, colorless, blue, green, black, pink, orange, and red. That’s also the same order of how rare each diamond is classified as with yellow being the least and red being the most. Not only that but diamonds are also the hardest natural substances that form here on earth. Just like the colorless diamond, the red diamond is made purely out of carbon, however, what gives the diamond its red color is actually a deformation of their atomic structure that’s known as a “plastic deformation”. The Moussaieff Red is the largest red diamond in the world among the little known other red diamonds that have been discovered. Thorium is an abundant material currently disposed of as waste. It is found in coal ash piles and mine tailings. A single Rare Earths mine could produce enough Thorium byproduct to power the entire planet. To do so requires a very different nuclear reactor than the kinds we use today. Not one that uses solid fuel rods, but a reactor in which the fuel is kept in a liquid state. Not one that uses pressurized water as a coolant, but a reactor that uses extremely stable molten salts. The full description of one such reactor is: 2-Fluid, Thermal-Spectrum, Molten-Salt Breeder Reactor equipped with a chemical fuel salt treatment module. Such a reactor was conceived of decades ago, as documented in the book "Fluid Fuel Reactors" [1958]. Or, simply "LFTR" (Liquid Fluoride Thorium Reactor) as proposed by Flibe Energy's Kirk Sorensen... a modern redesign of the 2-Fluid, thermal-spectrum, MSBR concept. http://Flibe-Energy.com/ Since 2011 (the year Flibe Energy was founded), legislators asking questions about Thorium have had their queries answered as if such a reactor design did not exist. NNL [UK] and OECD [NEA] reports on the Thorium Fuel Cycle did not explore the implications of this reactor, and dismiss thorium based on challenges and mediocre performance found in other reactor designs. For example, other options include a "Fast-Spectrum Molten-Salt Reactor". Worth pursuing, certainly, but requires more fissile inventory than LFTR... approximately 5x as much. (Fissile inventory is specifically mentioned as a concern by OECD's thorium report.) And assuming the challenges of a fast-spectrum MSR can be met... both natural Uranium and natural Thorium can both be fully consumed as fuel in a fast-spectrum reactor. That is where Thorium is dismissed as only "4x as common as Uranium" (fast-spectrum usage) rather than "400x as common as U-235" (thermal-spectrum usage). Thorium's advantages: both thermal-spectrum breeding and unique chemical properties, are taken full advantage of only by LFTR style reactors. When evaluated in any other reactor, depending on that reactor, Uranium can be as attractive, more attractive, or Uranium can be the only viable option. For example: Shippingport. Cited as an example of a "Thorium Reactor" by Dr. Lyons, it was NEVER intended to be economical, and features no advantages of LFTR. It was a solid-fuel reactor, and so operated at low-temperature, had no on-line chemical reprocessing, used high-pressure water coolant, used fuel as inefficiently as every other solid-fuel reactor, and had to be shut down every time it was refueled. 2 of its 3 fuel loads were Enriched Uranium. It was -a- Reactor capable of consuming Thorium and demonstrated only that it was possible... it was not -THE- Thorium Reactor. The S&P 500 gapped higher but was outpaced by the industrial metals led by uranium and copper. This may be highlighting the transfer of cheap fiat capital from the West to the emerging Asian nations which have been outperforming the S&P500. Over the past 6 months Chinese markets are up 18%. China has started construction on next generation nuclear reactors and may announce further infrastructure initiatives which could boost demand for these oversold and under loved miners bouncing off multi year lows. Particular attention must be paid to the rare earth and lithium miners as well as countries may be factoring in peak oil and must increase the use of cleaner and alternative energy sources for the next century. Even Saudi Arabia and the United Arab Emirates are looking to diversify their energy base and are investing in alternative energy sources and are planing to build nuclear power plants. The Canadian Venture which is composed of early stage explorers may be forming a double bottom and is on the verge of breaking a major two year downtrend. Most consolidations last an average of 18 months and now we are headed into the 23rd month. The general rule is that the deeper the base the larger the eventual upswing. The Venture is the lifeblood for the finding and developing of new assets which are growing increasingly in demand. Watch for a breakout above the 50 day moving average. The silver miners have broken above the 50 day moving average and outperformed the gold miners as the industrial component may give it an advantage in a potential inflationary cycle. The cycle may be accelerated by the breakdown in U.S. treasuries as investors may begin exiting from a crowded trade. The treasuries are being hit hard and appear to be turning over failing at its 50 day moving average.

Sotheby's in Hong Kong on Thursday (October 3) unveiled a pink diamond that is set to be the most valuable diamond ever to be auctioned when it goes under the hammer later this year. The Pink Star, a 59.60-carat, oval cut pink diamond estimated to be worth over 60 million U.S. dollars will go to auction in Sotheby's sale of Magnificent Jewels in Geneva in mid-November. Sotheby's said it is the largest internally flawless fancy vivid pink diamond that the Gemological Institute of America (GIA) has ever graded. "We're delighted to have the Pink Star being on tis first stop of this travelling exhibition in Hong Kong. This is the most valuable diamond ever to come on the auction market, being the vivid pink and internally flawless, it's simply out of this world and one of the greatest treasures of the earth," said Patti Wong, Chairman of Sotheby's Asia. The Pink Star has received the highest colour and clarity grade from the GIA, Sotheby's said, adding that it has been found to be part of a subgroup comprising less than two percent of all diamonds. The gem is more than twice as large as The Graff Pink, a 24.78-carat fancy intense pink diamond which broke the world record for the most expensive jewel ever auctioned when it sold for at 46.2 million U.S. dollars in 2010. "Coloured diamonds are the rarest of all the diamonds, and the size of this stone and its colour and its purity really ranks as one of the top treasures of the world. Something like this, I think the appeal for coloured diamonds has been increasing and especially around the world where it's seen not only as an alternative asset class, but something very, very rare and very, very collectable. So we expect buyers who understand the rarity of this stone to come forth and be one of the bidders," Wong said. The original 132.5-carat rough diamond was mined in Africa in 1999 and cut and polished over two years, Sotheby's said. It has been the centrepiece of several exhibitions of diamonds.

The study was able to shed light on the potential economics and metallurgical process of the multi commodity project which has uranium, rare earths, vanadium and phosphate. The PEA shows that the project can be economic with zero cash costs for the uranium as it can be paid for by the additional byproducts such as rare earths, vanadium and phosphate. The PEA shows an NPV of $181 million at a 10% discount rate. It must be remembered that the PEA only accounts for one third of the mineralized trend. The company is confident that they can expand the resource possibly three or four times larger than the initial resource which is what the PEA is based on. So it must be remembered that the recent Berlin PEA is just a starting point for the potential economics of this deposit. U3O8 Corp. (UWE.TO or UWEFF) has now proven with the publishing of its NI 43-101 PEA that Berlin may be one of the lowest cost uranium producers in the world. It may become increasingly apparent to the major uranium miners the benefits of the Berlin asset in mining friendly Colombia versus some of the higher cost operations where grades are decreasing, ore is being rapidly depleted or where cash costs are rising rapidly. The game was released worldwide in August 2016. The gameplay of No Man's Sky is built on four pillars: exploration, survival, combat, and trading. Players are free to perform within the entirety of a procedurally generated deterministic open universe, which includes over 18 quintillion (1.8×1019) planets, many with their own sets of flora and fauna. Players participate in a shared universe, with the ability to exchange planet information with other players, though the game is also fully playable offline; this is enabled by the procedural generation system that assures players find the same planet with the same features, lifeforms, and other aspects once given the planet coordinates, requiring no further data to be stored or retrieved from game servers.
