Given the huge losses to the exchequer following the 2G and Coal Gate scams, and the Supreme Court decisions mandating auction for allocation of scarce natural resources, there was a need for the government to put in place a transparent system to deal with extractive industries. The Mines and Minerals (Development and Regulation) Amendment Act, 2015 attempts to put in place a system of auctions to deal with allocation of mineral resources and also deals with the compensatory and regulatory structure for the carrying out of extractive industries. However, some have argued that the Act actually legitimizes prospective scams by excluding large quantities of minerals from the purview of the auction and transparency provisions. Many have pointed to the dilution of environmental norms as well as reduced compensations payable to displaced persons under the Act and have therefore questioned the intentions of the Modi Government when passing this legislation. Best Documentary 2016 The World's Largest and Deepest Gold Mine In Human History Ever Made On Earth Mponeng is a gold mine in South Africa's North West Province. It extends over 4 kilometres (2.5 mi) below the surface, and is considered to be one of the most substantial gold mines in the world. It is also currently the world's deepest mine. The trip from the surface to the bottom of the mine takes over an hour. Over 5400 metric tonnes of rock are excavated from Mponeng each day. At a cost of $19.4 per gram of gold extracted, the mine needs to recover only 10 grams of gold per ton excavated to remain profitable. The mine contains at least two gold reefs, with the deepest one metre thick. The temperature of the rock reaches 66 °C (151 °F), and the mine pumps slurry ice underground to cool the tunnel air below 30 °C (86 °F). A mixture of concrete, water, and rock is packed into excavated areas, which further acts as an insulator. Tunnel walls are secured by flexible shotcrete reinforced with steel fibers, which is further held in place by diamond-mesh netting. The endemic bacterium Desulforudis audaxviator was discovered within groundwater samples Johannesburg is the largest city in South Africa. In the 1970s, South Africa was the world's most prolific exporter of gold. Over the years, industrial decline has seen widespread closures of the mines across the country. However, Johannesburg sits on the biggest gold basin ever discovered. It's perhaps not surprising that many of these abandoned mines have seen a recent boom in illegal mining activity. Everyday, hundreds of illegal gold miners, known as Zama Zamas, descend kilometers deep beneath the surface. The miners often spend weeks underground, toiling away at the country's untapped gold reserves. Observers have suggested that illegal mining is now so widespread, black-market gold arguably supports the communities once subsistent on the very same mines they worked in before they shut down. The lack of policing in the mines has seen the practice go on largely unabated. However, in the absence of law enforcement, the extensive network of abandoned mines beneath the region has become an arena to deadly gang warfare between rival factions. Feb. 2, 2018 Like many other countries, India's industrial base and electricity system has been built largely on the back of coal-based power generation. Since nationalization in the early 1970s, Coal India (CIL) has weathered many political and economic obstacles in trying to deliver on the nation's coal demands. In all the recent euphoria about renewable energy, the deep historical connections between the Indian state and the coal industry seem to be unacknowledged. Both financially, and politically, the Indian state is deeply invested in coal and coal-based power generation. This is likely to make the transition to renewable energy gradual, not precipitous, as many have been predicting. In this talk, Rohit will give a brief historical sketch of the Indian coal industry, and then discuss some of the reasons why coal and its downstream use in power and other industries is likely to persist in India for the foreseeable future. About the Speaker Rohit Chandra is a doctoral student at the Harvard Kennedy School, studying energy policy and economic history. His dissertation is a political and economic history of the Indian coal industry from 1960-2015. In the past, he has worked with the Centre for Policy Research, New Delhi, Center for Advanced Study of India in Philadelphia, and Brookings India.

SUMMARY ======= Coal mining in India began in 1774 when John Sumner and Suetonius Grant Heatly of the East India Company commenced commercial exploitation in the Raniganj Coalfield along the Western bank of Damodar river. Growth remained slow for nearly a century due to low demand. The introduction of steam locomotives in 1853 boosted demand, and coal production rose to an annual average of 1 million metric tons (1.1 million short tons). India produced 6.12 million metric tons (6.75 million short tons) of coal per year by 1900 and 18 million metric tons (20 million short tons) per year by 1920. Coal production rose steadily over the next few decades, and was boosted by demand caused by World War I. Production slumped in the interwar period, but rose to 30 million metric tons (33 million short tons) by 1946 largely as a result of World War II. In the regions of British India known as Bengal, Bihar and Odisha, the Indians pioneered Indian involvement in coal mining from 1894. They broke the previous monopolies held by British and other Europeans, establishing many collieries. Seth Khora Ramji Chawda of Sinugra was the first Indian to break the British monopoly in the Jharia Coalfields. Other Indian communities followed the example of the Kshatriyas in the Dhanbad-Jharia-Bokaro fields after the 1930s. These included the Punjabis, Kutchis, Marwaris, Gujaratis, Bengalis and Hindustanis. Following independence, the Government of India introduced several 5-year development plans. Annual production rose to 33 million metric tons (36 million short tons) at the beginning of the First Five Year Plan. The National Coal Development Corporation (NCDC) was established in 1956 with the aim of increaing coal production efficiently by systematic and scientific development of the coal industry. The Indira Gandhi administration nationalized coal mining in phases - coking coal mines in 1971-72 and non-coking coal mines in 1973. With the enactment of the Coal Mines (Nationalization) Act, 1973, all coal mines in India were nationalized on 1 May 1973. This policy was reversed by the Narendra Modi administration four decades later. In March 2015, the government permitted private companies to mine coal for use in their own cement, steel, power or aluminium plants. The Coking Coal Mines (Nationalization) Act, 1972 and the Coal Mines (Nationalization) Act, 1973 were repealed on 8 January 2018. In the final step toward denationalization, on 20 February 2018, the government permitted private firms to enter the commercial coal mining industry. Under the new policy, mines will be auctioned to the firm offering the highest per tonne price. The move broke the monopoly over commercial mining that state-owned Coal India has enjoyed since nationalisation in 1973. India has the fifth largest coal reserves in the world, and is the fourth largest producer of coal in the world, producing 662.79 million metric tons (730.60 million short tons) in 2016-17. As on 31 March 2017, India had 315.14 billion metric tons (347.38 billion short tons) of the resource. The estimated total reserves of lignite coal as on 31 March 2017 was 44.70 billion metric tons (49.27 billion short tons). Due to high demand and poor average quality, India is forced to import high quality coal to meet the requirements of steel plants. India's coal imports have risen from 49.79 million metric tons (0.05488 billion short tons) in 2007-08 to 190.95 million metric tons (0.21049 billion short tons) in 2016-17. India's coal exports rose from 1.63 million metric tons (1.80 million short tons) in 2007-08 to 2.44 million metric tons (2.69 million short tons) in 2012-13, but subsequently declined to 1.77 million metric tons (1.95 million short tons) in 2016-17.
