ALBANY -- State overtime costs are up again for the second year in a row.In a recent audit from New York State Comptroller Thomas DiNapoli figures show state employees received $611 million in overtime in 2013, the highest of any year ever. The audit shows over the past seven years both overtime earnings and hours for state workers has increased.The all time one year high of $611 million is a 13% increase from the previous year, DiNapoli said Tuesday.This report is meant to show trends. DiNapoli stated.The audit shows trends not only for overtime but for the number of employees the state has shed since 2007, the same time span of the OT audit. Over the past seven years New York has scaled back the workforce by 19,735 employees, an 11% decrease, the audit states.In 2008 New York instilled a hiring freeze to help close a massive budget deficit. The freeze still remains in effect.Several state employees, all of whom wished to remain anonymous, said they must get approval from their boss for any overtime. All workers said since the hiring freeze there have been no new hires however the size of the workload has not changed.In response to the Comptroller`s report the State Division of Budget defended Governor Cuomo`s three previous budgets. Last year`s 2.4 percent increase in overtime hours is dwarfed by the fact that overall payroll has decreased by nearly $750 million during this administration. said Morris Peters of the New York State Division of Budget.
